On 12 November 1945 the first out-of-capital higher education institution was founded in Ruse. Its three departments were specialized in Engineering for the purposes of the agricultural
sector. On 13 June 1966, as a result of its intensive growth, the
Minister of education issued an Order No. 2583 to set up a
Higher Institute of Mechanical Engineering, Mechanization and Electrification
of Agriculture. On 9 April 1981, due to the widened scope of its
engineering provision, including the sectors of transport, electronics and
computing, it was transformed into ’Angel Kanchev’ Technical University by a Decree
No. 584 of the
Council of Ministers. On 1 August 1995 a Decision by the National Assembly
was made to establish “Angel Kanchev” University of Ruse, thus recognizing its
academic expertise not only in the engineering fields, but also in natural
sciences, education, law, public health and health care, business and
management, which were introduced as a response to the societal changes.
‘Angel Kanchev’ University of Ruse is a
state higher education institution, evaluated as “very good” (the highest
evaluation grade) and accredited by the National Accreditation and Evaluation
Agency (NAEA). It is a regular member of the European Universities Association
(EUA) and of the Danube Rectors' Conference (DRC). More than 9000 students, including
about
450 international students and 150 PhD students, 450 professors, associate
professors and assistant professors and around 350 support staff belong to the
community of the University. Its mission and goals are based on commitments
for:

Exchange and Mobility
within the Degree Programmes
“Angel Kanchev” University of Ruse ranks among the five top Bulgarian universities in terms of its European
dimension. At least 70 undergraduate, post-graduate and PhD-students are
annually involved in all EU exchange programmes within more than 20 bilateral
contracts. It is the only university in SEE, which coordinates two thematic
networks of about 60 participants each. It has contributed to the establishment
of the first cross-border higher education centre in SEE – BRIE, which is
accredited in Germany and in Romania. Due to the implementation of the credit
system, the University has been conferred the ECTS label.
Research and Development
A
distinctive strengthof the research output is its relevance to national
priorities and to regional and local needs for sustainable development.
By the National
Research Fund and public-private partnerships, projects
for innovative products/ideas are supported on competitive grounds. Research
