PUBLIC RELATIONS DIRECTORATE
BACKGROUND
The University public relations emerged as an official activity during the mandate period 1993 – 2003, when Prof. Boris Tomov DTS, awarded with the honorary title Doctor Honoris Causa in 2008, was the Rector of the higher school.
At that time the regalia of the Rector's power – necklace, scepter and ring – were introduced and a formal sign of the University of Ruse was approved and crafted. The Hymn of the University of Ruse was also created and given a formal status. After establishing the honorary titles, a formal ceremonial procedure was adopted as well.
An important role in establishing a tradition in the protocol practices plays the internal normative document "Protocol of the University of Ruse", adopted and published in 2006.

ACTIVITIES
The main function of the Public Relations Directorate is to implement the open information policy of the University of Ruse, directed to the external environment and to the academic community of lecturers, students and administrative staff of the higher school.
